Ukrainian organic legislation updated

Today, on June 30, the Verkhovna Rada of Ukraine adopted in the second reading and as a whole the draft Law “On state regulation of organic production, circulation and labeling of organic products”, which updates the rules governing the organic sector and aligns them with European Union legislation.

The law aims to harmonize Ukrainian legislation with Regulation (EU) No 2018/848, which entered into force in the EU on 1 January 2022 and introduced a new regulatory model for organic production, including stricter requirements for control, imports and certification.

The adopted law provides for the integration of certification into the state control system, expansion of the scope of mandatory certification, introduction of group certification, as well as strengthened traceability requirements. It also aligns the scope of legislation with EU approaches by replacing a detailed product list with a category-based approach in line with Regulation (EU) No 2018/848.

At the same time, there will be no significant changes for Ukrainian organic exporters. Since 1 January 2025, they have already been operating in accordance with Regulation (EU) No 2018/848 under the new EU import system, so the law mainly concerns the domestic market and the alignment of the national system with EU practices.
